User group is a container that can include any number of users, from different organization units. One user can be a member of many groups. So, instead of organization units, user groups can unit users on various criteria rather than OUs.
To create a group select the 'New-> User Group' in the toolbar.
On the Users tab you should specify group members.
In the Professional edition user groups can be synchronized with Active Directory and be used for Security Management needs. See more info in the Active Directory Integration section.
